<p><a href="http://www.gomeddirect.com" target="_blank"><span style="font-size: x-small;">CSA 2010</span></a><span style="font-size: x-small;"> has been carefully planned and developed over the past few years. It began with a thorough review of the agency&rsquo;s current compliance review process, and proceeded through the development of a new </span><a href="http://csa2010.fmcsa.dot.gov/about/BASICs.aspx"><span style="font-size: x-small;">Safety Measurement System (SMS)</span></a><span style="font-size: x-small;"> that will use all roadside inspection and crash data and the development of a new interventions toolbox to deal efficiently and effectively with safety problems of various natures and different levels (as identified in SMS). </p>
<p>In addition, the new model includes a proposed change to </span><a href="http://csa2010.fmcsa.dot.gov/about/Model.aspx"><span style="font-size: x-small;">Safety Fitness Determination (SFD)</span></a><span style="font-size: x-small;">, also tied to SMS results, although implementation of CSA 2010 is not dependent on the proposed change.</span></p>
<p><span style="font-size: x-small;">The expanded suite of </span><a href="http://csa2010.fmcsa.dot.gov/about/Interventions.aspx"><span style="font-size: x-small;">intervention</span></a><span style="font-size: x-small;"> tools enable investigators to systematically evaluate why safety problems are occurring, to recommend remedies, to encourage corrective action(s), and, where corrective action is inadequate, to invoke strong penalties. </p>
<p>The new</span><a href="http://www.gomeddirect.com" target="_blank"><span style="font-size: x-small;"> SMS</span></a><span style="font-size: x-small;"> and interventions toolbox were tested in Colorado, Delaware, Georgia, Kansas, Maryland, Minnesota, Missouri, Montana, and New Jersey. Testing began in February 2008 in four states, and expanded to add five more (Delaware, Kansas, Maryland, Minnesota and Montana) in 2009. </span></p>
<p><span style="font-size: x-small;">Feedback from enforcement staff and carriers indicate that the new model is both efficient, reaching more carriers, and effective, with some carriers undertaking proactive efforts to learn more and to correct their safety problems</span></p>

<p>Consistent with the current safety rating regulations (</span></span><a href="http://www.fmcsa.dot.gov/rules-regulations/administration/fmcsr/FmcsrGuideDetails.aspx?menukey=385"><span style="font-size: small;"><span style="color: #000000;">49 CFR part 385</span></span></a><span style="font-size: small;"><span style="color: #000000;">), individual drivers who operate independently as a &ldquo;motor carrier&rdquo; (i.e. have their own USDOT number, operating authority, and insurance) will continue to be rated as a motor carrier, as they are today, following an onsite investigation at their place of business.&nbsp; </p>
<p></span></span><a href="http://www.gomeddirect.com" target="_blank"><span style="font-size: small;"><span style="color: #000000;">CSA 2010</span></span></a><span style="font-size: small;"><span style="color: #000000;"> <em>will</em> also provide enhanced tools for Safety Investigators (SIs) to identify drivers with safety performance problems during motor carrier investigations. <p><strong>How are the&nbsp;Safety Measurement System (SMS) scores calculated?&nbsp;&nbsp; How often will it be updated and how far back do violations count?</strong></p>
<p>&nbsp;</p>
<p>When CSA 2010 is implemented, SMS will replace the Safety Status (SafeStat) measurement system as FMCSA&rsquo;s tool to identify high-risk motor carriers requiring interventions in order to improve safety on the Nation&rsquo;s roads.&nbsp;</p>
<p>SMS will evaluate the safety of individual motor carriers by considering all safety-based roadside inspection violations, not just out-of service violations, as well as State-reported crashes, using 24 months of performance data.&nbsp;</p>
<p><a href="http://www.gomeddirect.com/csa2010.html" target="_blank">Click Here to learn more about CSA 2010<br /></a><br />SMS will assess each carrier&rsquo;s safety performance in each of the Behavior Analysis and Safety Improvement Categories (BASICs): Unsafe Driving, Fatigued Driving (Hours-of-Service), Driver Fitness, Controlled Substances/Alcohol, Vehicle Maintenance, Cargo-Related, and Crash Indicator. </p>
<p>SMS calculates a measure for each BASIC by combining the time and severity weighted violations/crashes (more recent violations are weighted more heavily) normalized by exposure (e.g. number of power units <em>or</em> number of relevant inspections). </p>
<p>Applying a similar approach to that used in SafeStat, SMS converts each carrier&rsquo;s BASIC measures into percentiles based on rank relative to peers. SMS will be updated monthly. To understand more about the BASICS, check out the SMS Factsheet and briefings on the CSA 2010 Website at </p>

<p><span style="color: #000000;">Using the new Safety Measurement System (SMS), the Federal Motor Carrier Safety Administration (FMCSA) continues to hold motor carriers responsible for the job performance of those who work for them. </p>

<p align="left"><span style="font-size: small;"><span style="color: #000000;">Based on valuable feedback and knowledge received from its partners and stakeholders through public listening sessions, the nine-State field test, and written comments to the CSA 2010 public docket, FMCSA will roll out </span><a href="http://www.gomeddirect.com/csa2010.html" target="_blank"><span style="color: #000000;">CSA 2010</span></a><span style="color: #000000;"> in the fall of 2010 instead of the summer of 2010 as earlier reported.&nbsp; </p>
<p>This relatively minor movement in our rollout timeline will enable the Agency to be more responsive to the feedback, as well as lessons learned from our field test.&nbsp; </p>
<p>Some of the issues under consideration include refinements to methods of measuring exposure to violations and crashes, motor carrier peer grouping, and violation severity weights.</span></span></p>
<p><span style="font-size: small;"><span style="color: #000000;">In the fall/winter of 2010, FMCSA will:&nbsp; (1) replace its current measurement system, SafeStat, with SMS; (2) send warning letters nationwide; and (3) implement a revised nationwide Inspection Selection System for roadside inspectors that is based on SMS rather than SafeStat.&nbsp; </p>
<p>All motor carriers, including high risk carriers, will be targeted for intervention using the new SMS.&nbsp; In addition, motor carrier safety performance in each BASIC will be publicly displayed in the same manner that the SEAs are displayed under SafeStat today.&nbsp; </p>

<p><span style="font-size: small;"><span style="color: #000000;">With regard to the </span><a href="http://www.gomeddirect.com/csa2010.html" target="_blank"><span style="color: #000000;">Crash BASIC</span></a><span style="color: #000000;">, only the raw crash data will be displayed publicly.&nbsp; This is consistent with SafeStat today, because the crash reports do not include information on preventability or accountability.&nbsp; </p>
<p>FMCSA will explore the feasibility of using police accident reports to determine accountability before the crash reports are entered into SMS to ensure we have the most accurate information available for assessing carriers&#8217; safety fitness.&nbsp;&nbsp;&nbsp; </span></span></p>
<p><span style="font-size: small;"><span style="color: #000000;">After the Operational Model test concludes this month, all nine test States will carry out the full array of </span><a href="http://www.gomeddirect.com/csa2010.html" target="_blank"><span style="color: #000000;">CSA 2010 interventions</span></a><span style="color: #000000;">.&nbsp; For the remaining forty-one States and the District of Columbia, the CSA 2010 interventions will be phased in beginning in the fall of 2010 and extending into 2011.&nbsp; </p>
<p>While the safety fitness determination rulemaking is in process, FMCSA will continue to issue safety ratings in accordance with its current safety fitness regulation, 49 CFR Part 385 &ndash; Safety Fitness Procedures.&nbsp; </span></span></p>
<p><span style="font-size: small;"><span style="color: #000000;">On April 12, 2010, FMCSA began a data preview period during which motor carriers can view their performance data online, sorted by BASIC, as it will appear in SMS.&nbsp; For the first four months &ndash; mid-April through mid-August 2010, motor carriers will see their violations categorized by BASIC.&nbsp; </p>
<p>Beginning in late August and running through November 2010, after any refinements to the SMS methodology are completed, motor carriers will be able to see the SMS assessment of their violations through CSA 2010.&nbsp; </p>
<p>The purpose of this data preview period is to provide individual motor carriers the opportunity to view their data from the </span><a href="http://www.gomeddirect.com/csa2010.html" target="_blank"><span style="color: #000000;">CSA 2010 </span></a><span style="color: #000000;">perspective, and to use the time to identify and take actions to correct deficiencies in their operations which are leading to unsafe behavior.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

It began with a thorough review of the agency&rsquo;s current compliance review (CR) process, and proceeded through the development of a new </span></span></span><a href="http://csa2010.fmcsa.dot.gov/about/BASICs.aspx"><span style="color: #ffffff;"><span style="font-size: small;"><span style="color: #000000;">Safety Measurement System (SMS)</span></span></span></a><span style="color: #ffffff;"><span style="font-size: small;"><span style="color: #000000;"> that will use all roadside inspection and crash data and the development of a new interventions toolbox to deal efficiently and effectively with safety problems of various natures and different levels (as identified in SMS). The new SMS and interventions toolbox are now being tested in Colorado, Georgia, Minnesota, Missouri, Montana, and New Jersey. Testing began in February 2008 in four states, and expanded to add two more (Montana and Minnesota) in spring 2009. Two additional states may be added in Fall 2009. </p>

The new SMS and interventions toolbox are now being tested in Colorado, Georgia, Minnesota, Missouri, Montana, and New Jersey. Testing began in February 2008 in four states, and expanded to add two more (Montana and Minnesota) in spring 2009. Two additional states may be added in Fall 2009. </p>

Applying a similar approach to that used in SafeStat, the SMS converts each carrier&rsquo;s BASIC measures into percentiles based on rank relative to peers. SMS will be updated monthly.</p>

<p>This BASIC (Behavioral Analysis and Safety Improvement Category) in the<br />Comprehensive Safety Analysis 2010 (CSA 2010) program has led to a considerable<br />amount of confusion. It has nothing to do with &ldquo;new&rdquo; medical requirements, a<br />driver&rsquo;s body mass indicator (BMI, a measure of how physically fit a person is),<br />and it definitely has nothing to do with drivers exercising more. </p>
<p>What is being tracked, measured, and evaluated is carrier and driver compliance with<br />the &ldquo;driver qualifications&rdquo; regulations (driver training, licensing, and the<br />&ldquo;driver qualifications&rdquo; discussed in Part 391).</p>
<p>What goes into the Driver Fitness BASIC?<br />The Driver Fitness BASIC uses violations related to driver training, licensing, and<br />qualifications noted on roadside inspection reports to calculate driver and carrier<br />performance. This has nothing to do with the driver receiving a &ldquo;citation&rdquo; or<br />&ldquo;ticket.&rdquo; Citations are a totally different matter and involve someone paying a<br />fine for the violation. To sum this up, if a violation of a driver qualifications<br />regulation is noted on a roadside inspection report, the violation will be entered<br />into the driver&rsquo;s and carrier&rsquo;s Driver Fitness BASIC in the CSA 2010 data<br />system.
